Appointed Officials

The City of Coldwater is proud to serve its residents, businesses, and visitors. Our elected officials, which were elected to represent City residents, serve as a liaison between City operations and citizen interests. Currently, our City Manager and our City Attorney are the only appointed officials within the City of Coldwater.

City Manager | Keith Baker

The city manager is appointed by the city council on the basis of merit, professional training, experience in city management and demonstrated ability. The manager is responsible to the council, ensures that laws and ordinances are enforced and works with the department heads, and employees so that municipal operations and functions are carried out efficiently. The manager and staff keep the council advised on the financial condition of the City, prepare the annual budget for council review, prepare the agenda for council meetings and through periodic reports keep the council and public informed on City operations.

City Attorney | Megan Angell

The City Attorney is appointed by the City Council as the chief legal advisor for the City government. The primary responsibilities of the City Attorney’s Office include: Providing legal advice to the City Council, the boards of all related City entities, appointed boards and commissions (such as the Planning Commission), and city staff related to the establishment, implementation, and enforcement of city laws, policies, and procedures; Preparing legal documents to implement and enforce city laws and policies, including ordinances, resolutions, regulations, and contracts; Representing and defending the city’s interests in civil litigation and administrative proceedings, including code enforcement, collections, tort claims, contract enforcement, and land use regulation.
